The cooktop lights but the oven stays cold. Is that two faults?

On a dual-fuel range the cooktop is gas and the oven is electric, so they fail on their own. A working cooktop proves the gas side is fine and narrows the diagnosis to the oven: igniter, thermal fuse, sensor or board.

Why does my burner tick over and over on cold mornings?

A cracked electrode, moisture in the burner ports, or a spark module losing its edge. Cold, dry Denver mornings make a marginal electrode fail first thing and behave by lunchtime, which is why it is worth describing when it happens.
